Farther deterioration of the situation was instigated by withdrawal of the USA and Russia from the Intermediate-Range Nuclear Forces Treaty (INF Treaty). The installation in Russia of intermediate-range and shorter-range missiles will contribute to increasing military-political and military pressure on Ukraine.</p> <p>Under these circumstances it is advisable to focus on the creation of the rocket and missile systems (RMS) – the major fiery power and strike force of Ukrainian army. Possible scenarios for Ukraine’s response to these changes have been considered. The data have been presented regarding domestic developments towards the creating of modern complexes and rocket and missile systems (RMS) that can be used during elaboration of the Strategy for the Development of the Rocket and Missile Systems of Ukraine and the State Development Program of the Rocket and Missile Systems. The need to review legislation on energy security was stipulated due to the emergence of new challenges and threats to energy security and the need for appropriate responses by legislative consolidation of the necessary tools.</p> <p>The research focuses on the definition of the principles of regulation and implementation of special tools in energy security domaine into national legislation. Particularly, the paper indicates the content of some special tools on energy security used in the United States and the EU, and their respective legislative acts. The evaluation adequacy of legislation of Ukraine on energy security issues to modern requirements has been carried out.</p> <p>Based on the application of a systematic approach to the study of energy security, the regulation subject, the content of activities and tasks of the subject of ensuring energy security of Ukraine have been proposed in accordance with the stages of strategic planning. A number of mechanisms and tools for ensuring energy security are proposed as well.</p> <p>Proposals for the formation of the management system in the field of energy security have been developed and the content of the necessary actions according to the stages of strategic planning is outlined. There have been proposed a complex set of tools of legal regulation of energy security that allows implementing systematic approach of energy security policy and implement national security priorities into activities of all involved actors. These include motion and permanence, the existence of threats to national security, the availability of relevant actors and mechanisms capable of adapting and ef- fectively overcoming dangerous processes and crises in various areas.</p> <p>The article argues that the building of national resilience occurs under the influence of certain factors, one of which is to ensure the sustainable development of the state and society. Taking into account the wide range of sustainable development issues and their links to national resil- ience, only a few aspects relevant to the national security sphere are analyzed in this article.</p> <p>In present-day globalized world, sustainable development is not possible without ensuring peace and security, as well as establishing productive cooperation at the international level. In this con- text, the tasks set for Ukraine within the framework of the Sustainable Development Goals (SDG) as a global UN program are analyzed.</p> <p>To ensure sustainable development of Ukraine, as well as the resilience of our state, the ending of the armed conflict in the Donbas region, the enhancement of community cohesion, the process of reconciliation and reintegration, and the creation of efficient, accountable and inclusive insti- tutions at all levels are of fundamental importance. In consequence of this, the peculiarities of the implementation of the tasks set out in the goal 16 «Peace, justice and strong institutions» of the National Report «Sustainable Development Goals: Ukraine» are explored in detail. The arti- cle argues that tasks set out in the goal 16 of the SDG do not cover the full spectrum of processes necessary to achieve peace, justice and inclusive institutions development in Ukraine, and some of the indicators are ambiguous and do not allow to assess progress in the relevant field objectively.</p> <p>The discrepancies between the target indicators set out in the SDG tasks and other program doc- uments of Ukraine indicate the lack of coordination between state bodies. This is a particular concern because many reforms are being implemented in Ukraine in different areas at the same time. The above problem is an obstacle to building national resilience, since effective coordina- tion of the state bodies’ activities and their proper interaction with civil society are the key prin- ciples of resilience in the field of national security.</p> Olga Reznikova ##submission.copyrightStatement## Wed, 02 Oct 2019 00:00:00 +0300 PRIORITY DIRECTIONS OF NEUTRALIZATION OF ECOLOGICAL AND TECHNOGENIC THREATS IN THE ZONE OF MILITARY CONFLICT IN DONBAS <p><strong>The actual </strong>ecological and human-caused threats in the zone of military conflict in the East of Ukraine which tend to exacerbate and negatively affect the state of national security are ana- lyzed. The attention is paid to the fact that due to military actions, destruction of infrastructure in the temporarily occupied territory, a fragile ecological balance has been violated, which led to dangerous changes of the environment in the territory where about 5 million people lived. At the same time, because of hostilities in the temporarily occupied territory, a significant number of infrastructure objects were damaged and destroyed, that form additional threat to the ecological safety, health and safety of the population. Attention is drawn to the fact that among the human- caused threats in the zone of military conflict in the East of Ukraine, the most pressing is the stopping of drainage and ventilation of mines, many of which have a hydraulic connection. Be- cause of uncontrolled flooding of the mines, there will be flooding of significant areas of cities and villages, large-scale pollution of surface water intakes by mine waters, subsidence of the sur- face with the destruction of infrastructure objects, migration of explosive methane from mines with its exit on the territory of cities and towns. It is emphasized that taking into account the magnitude of the manifestation and the complex of negative environmental impacts for the East- ern region of Ukraine, it can be considered that the problem of pollution and degradation of the main environmental components in the Donbas, taking into account the long-term effects of man-made and social consequences, is systemic and can be considered as a new threat to na- tional security in environmental sphere. The conclusion is made that conducting of ecological monitoring of the territory of Donetsk and Lugansk regions using expeditionary surveys, remote and information technologies with the involvement of international organizations for estimation and forecast of the ecological situation, substantiation and implementation of the primary pro- tective measures is extremely relevant. Considering the identified trends in the formation and manifestation of actual threats in the zone of military conflict in the East of Ukraine, the recom- mendations to the Cabinet of Ministers of Ukraine, the Ministry of Ecology and Natural Re- sources of Ukraine, the State Service of Ukraine for Emergencies concerning the development of necessary measures to counteract these threats have been proposed.</p> Serhii Ivaniuta ##submission.copyrightStatement## Wed, 02 Oct 2019 00:00:00 +0300 KEEPING AND PROTECTING CULTURAL HERITAGE IN CRIMEA: ACTUAL CHALLENGES AND PROBLEMS <p><strong>The article </strong>deals with the actual challenges of preserving the cultural heritage in Crimea, which are caused by the expansionary policy of the Russian Federation in the occupied territory of the peninsula. The analysis of the losses suffered by Ukraine as a result of such a policy is carried out against the background of the lack of opportunities for direct access, control and influence on the state of protection and protection of cultural heritage in Crimea. The main challenges to preserving the cultural heritage of the peninsula, in particular, are the destruction of a number of cultural heritage sites and poor restoration works, lack of proper accounting and illegal movement of cultural property. Attention is drawn to the aggravation of the situation, when massive illegal archaeological excavations on the territory of the Crimea caused not only unsatisfactory level of accounting and preservation of archaeological exhibits, but also overcrowding of existing Crimean museum storage facilities. The article argues that the uncontrolledness of these processes becomes a favorable environment for the export of cultural property from the peninsula. It is noted that the situation around the large-scale restoration and emergency work of the occupation authority on objects of cultural heritage and museum institutions of the peninsula has a similar purpose. The consequence of such activity is the loss of the authentic appearance of objects of cultural heritage as a result of low-quality works and the destruction of archaeological objects due to the lack of their further conservation and museum design. It is argued that the policy of the Russian Federation (RF) is focused on submission to the jurisdiction of the Russian side and appropriation of the cultural heritage of Crimea. Disordered and weak control over these processes leads to criminalization of relations in the sphere of protection of the cultural heritage of the peninsula, including illegal circulation of cultural values, financial fraud from the performed restoration works on the objects of cultural heritage in Crimea, etc. Thus, the destructive policies of the peninsula is the cultural heritage and some public discontent caused by the limited access of local people to cultural heritage sites in particular that may be favorable factor for de occupation of the peninsula in the future.</p> Vladyslava Bakalchuk ##submission.copyrightStatement## Wed, 02 Oct 2019 00:00:00 +0300 PROVIDING THE CULTURAL AND EDUCATIONAL RIGHTS OF THE GREEK ETHNIC COMMUNITY IN UKRAINE <p><strong>The article </strong>deals with the activities of representative bodies of the Greek national minority in order to ensure the cultural and educational rights of the community on the territory of Ukraine. An overview of those organizations of the Greek community, whose activities have a special impact on the life of the Greek community and which are active in public activities, are: Panteleimon Bumburas Charitable Foundation; Branch of the Greek Fund for Culture; Mariupol City Association of the Greeks; Kharkiv City Society of Greeks «Helios»; K. Ipsilanti Kiev City Association of the Greeks; Federation of Greek Societies of Ukraine. It was emphasized that the cultural rights of the Greeks of Ukraine are mainly realized through: access to literary works in the language of the national minority (including through the functioning of the library of Hellenistic studies “Konstantinos Levendis”), access to objects of material heritage (in particular, the house-estate of Prince Konstantin Ipsilanti and there is a monument to the prince located in the Kyiv-Pechersk Lavra in Kyiv, the building belonging to Grigory Marazli in which members of the society “Filiki Eteriya” met) and the opportunity to freely celebrate the important holidays for them. It was emphasized that the Greek community does not have significant problems in meeting its basic cultural, educational or informational rights (Greek schools operate, 6 higher education institutions train specialists in the Modern Greek language, publish newspapers “Ellins of Ukraine” and “Odyssos”), conducted system of scientific work on the research of Hellenism (under the Taras Shevchenko Kyiv National University there is the Center of Hellenistic Studies and Greek Culture and the Andriy Biletsky Center of Hellenistic Studies and Greek Culture, and at the Mariupol State University the Institute of Ukrainian- Greek friendship and Hellenistic studies functions). At the same time, due to lack of financial support from the state or local budgets, national-cultural societies face such problems as: limited opportunities for newspaper publishing, rental of premises for organizations and cultural events.</p> Svіtlana Dubova ##submission.copyrightStatement## Wed, 02 Oct 2019 00:00:00 +0300 BOOK CULTURE IN INDEPENDENT UKRAINE: TRENDS, CHALLENGES, PERSPECTIVES <p><strong>The article </strong>outlines the main tendencies of the formation and development of book culture in Ukraine from the acquiring of independence to the present moment. The content of the concept of “book culture” is defined as being an effective cognitive tool for describing and analyzing the processes of book circulation in a society, from the stage of book creating to the stage of its reception and critics according to the framework of the existing reading culture. It is shown the expediency of the concept in the studies of the socio-cultural processes of independent Ukraine, since these processes acquire the signs of continuity and integrity, as well as radically different from socio-cultural processes of the previous, Soviet period of ideological control and administrative methods of management. There was analyzed such aspects of book culture of modern Ukraine as: the culture of the book as it is, the culture of the book’s distribution in society, and the culture of reading. It is outlined the positive changes such as the liberalization and diversification of the content of the Ukrainian book, the increase of the volume of Ukrainian-language literature and Ukrainian translations, the growth of requirements for the quality of book design, the introduction of the latest marketing and communication technologies in the book market, new approaches to popularization of reading in Ukraine. At the same time, attention is paid to the negative and stagnant processes, the challenges that have been hampered and are now hampering the civilized development of book culture. These challenges are related to the processes of global informatization, the complexity of economic development, the need to resist the hybrid aggression of the RF, the consequences of not far-sighted state policy and the imperfection of Ukrainian legislation. On the basis of an integrated approach to socio-cultural processes is formulated the possible options for answering these challenges. In the conclusion the overcoming of book culture crisis is fixed, as far as the intensification of its development during the last five years.</p> Olha Mykhailova ##submission.copyrightStatement## Wed, 02 Oct 2019 00:00:00 +0300 INNOVATIVE-TECHNOLOGICAL TRANSFORMATIONS OF THE GLOBAL ECONOMY: CONCLUSION FOR UKRAINE <p><strong>An example </strong>of the digital transformation of the world economy is the application of the innova- tive technological base, which in the conditions of the information society requires a fundamen- tally new understanding and new approaches to the digitization of the basic industries. The transformation of the global economy is seen as a powerful impetus to change in the domestic economy and at the same time a significant factor of uncertainty and incertitude, as the national and territorial boundaries of the movement of goods, capital and labor are erased, and the transformation of market structures is accelerated. This approach allows monitoring of existing prac- tices and analysis of innovation and technological transformations of the world economy taking into account the integration vector of Ukraine’s foreign policy into European political, econom- ic and legal space. In this context, the implementation of processes is analyzed, which focuses on the sectoral initiative of the European Commission on the Single Digital Market for industrial digitization.</p> <p>The authors proposed to focus on the creation of innovative technological platforms that facili- tate the combining of enterprises with universities, research organizations, investors, regulatory bodies, as well as civil society institutions in the process of identifying priorities and strategies in a wide range of technological areas. This position is primarily due to the fact that the achieve- ment of competitiveness at the national and regional levels requires the concentration of a con- siderable amount of scientific and technical potential and financial resources for the implemen- tation of medium and long-term goals for the innovation and technological transformation of the economy and society.</p> <p>It is proved that in order to realize large-scale global transformations in Ukraine, there is a need to create and create ecosystem of innovations – technological innovation centers that claim to be the new leaders of the technology industry by extrapolating the modern, oriented on the growth of the model of EU innovation development into modern Ukrainian realities.</p> <p>Such an approach requires, first of all, the concentration of a significant amount of scientific and technical potential and financial resources for the implementation of medium- and long- term goals of innovation and technological transformations of the economy and society.</p> <p>It is concluded that the procedurally-oriented paradigm of providing innovation-technological transformation for Ukraine is the understanding and discussion of the issues regarding the im- portance of the digital transformation of the global economy, which are intended to promote the formation of new approaches to more efficient use of available resources and technologies for innovative transformations of domestic transport, health care education, industry and Internet of Things, energy, industry, agrarian sector, public safety, etc.</p> <p>Some issues of developing new approaches to digital communication systems that unite elements of IT infrastructure are also highlighted, and the need for adaptation of domestic legislation to key international standards in the digital sphere is argued. The domestic economy has for some time been experiencing a shortage of financial resources necessary not only for investment projects of development, but also for cur- rent state needs. Given the difficulty of mobilizing free cash in the domestic capital market, Ukraine draws resources on foreign markets. The key directions of cooperation with IFIs were investigated and the main problems in the process of implementing joint projects with the financial support of international donors, which have a significant impact on the socio-economic development of the country. Implementation of the main tasks of structural reforming of the national economy in the context of ensuring the strategic development of the state in the conditions of limited financial resources, vulnerability of the national economy to the impact of external and internal challenges lies, in particular, in the area of complex changes regarding cooperation with international financial organizations. The ways of increasing the effectiveness of interaction with the MFIs are proposed, foreseeing, first and foremost, the introduction of medium-term planning and forecasting for attracting funding for investment projects; strengthening control over the use of credit resources; improving the sampling of funds improving the management ef- fectiveness in the process of implementing projects with the financial support of international financial organizations; deepening cooperation in the field of attracting direct and portfolio for- eign investments in high-tech industries of the Ukrainian economy with the approach to world standards of development of innovation infrastructure with the gradual integration of Ukraine into a single European technological space.</p> Lіdia Londar ##submission.copyrightStatement## Wed, 02 Oct 2019 00:00:00 +0300 SPENDING REVIEWS: WORLD EXPERIENCE AND UKRAINIAN REALITIES <p><strong>The paper </strong>examines the history of spending reviews in the analysis of the use of budget funds and the main approaches used in world practice before conducting spending reviews as a tool for saving budget funds and increasing the effectiveness of government policy in certain sectors of the economy, their practical interconnection.</p> <p>The theoretical approaches to conducting spending reviews, their types (by the nature of economics, the objects of the survey, on the scope of coverage), positive practices and recommendations for carrying out the corresponding spending reviews are analyzed and summarized. On this basis, some recommendations for public authorities to be used for spending reviews are identified and formulated. In particular, the spending review should be part of the budget process, have an inseparable link with other elements of the budget process, the level of coverage of the spending review should be clearly defined, the responsibility for the spending review process, established information base of spending reviews. In addition, the stages of conducting spending reviews are formulatedзаміна in the paper: framework stage, parameters stage, spending option stage and spending decision stage.</p> <p>The current normative and legal basis for conducting spending reviews, which are being implemented in Ukraine in 2018–2019, is analyzed.
