DETERMINATION OF METHODOLOGICAL APPROACH TO PUBLIC ADMINISTRATION FOR THE PREVENTION OF ENERGY POVERTY

Abstract

In the article it is realized an comprehensive analysis of the problem issues of the prevention and combating of energy poverty in Ukraine in the context of initiated liberalization of electricity and gas markets, confirms Ukraine’s goals of Sustainable Development, which provide for access to reliable, sustainable and modern energy sources, as well as are defined among the priorities of the state energy policy of the European Union member states, the normative base of which is being introduced in Ukraine. It is conceptualization of the approach as the basis of the modern methodology of improving the efficiency of public administration for preventing and combating energy poverty in Ukraine is based on the clarification of the essence of the concept of “energy poverty” as a social phenomenon and a rather complex object of management with its inherent properties. It is shown that complexity of the object of management are due to manifestations of potential incompatibility with the “own interests” of the population, the need for the development of their adaptive property, as well as self-regulation and self-management in social systems. The emphasis is placed on the fact that the subjects of the administrative efforts of public authorities in the process of preventing and combating energy poverty must be factors that are the “driving force” of the emergence the energy poverty. The expediency of combination of systemic and situational approaches in the process of public administration in relation to the prevention and combating energy poverty has been established. In this case, the systematic approach should concentrate on the efforts of public administration entities to reveal the integrity of the specified process as an object of management, its components and interrelationships between them, and the application of a situational approach is conditioned by the need to seek effective management decisions on the basis of objective assessment interdependence of factors that are the causes of energy poverty and increase the probability of its onset.
