THE WELFARE AND WELL-BEING OF THE PEOPLE AS A PRIORITIES OF HUMANITARIAN SECURITY STATE POLICY
The decline in living standards and welfare of the population, the dominance feeling of insecurity, and the threat of instability are seen as the primary basis of marginalization in Ukraine. Reforms and changes, on the one hand, are necessary for the development of democracy and should be based on civil society. At the same time, they turned into the main obstacle to the development through marginalization. In such circumstances, social mimicry as a means of survival causes the identity abuse and destruction of humanist values. Previously marginalized phenomenon was limited to issues of marginal persons and marginalized groups in society, today we are talking about marginalized masses. It is observed that the priority of the state policy on humanitarian security should be the creation of a stable minimum level of provision of people’s vital needs in parallel with compensation of social tension that occurs in response to the reflection of reform in an unstable society.
