VALUE RECOURCES OF WAR AND PEACE: UKRAINIAN FORMAT

Abstract

The article deals with the problem of the relationship in Ukraine – European Union – Russia triangle, as well as with search for responces to aggression. It is noted that the likelihood of “big war” continues to persist and Russia is actively preparing for it. In these circumstances there is a risk that public opinion in European states will start to require from their political leaders some sort of compromise with the aggressor, at the expense of Ukraine (by reducing support for our state). Strategic analysis and strategic activities are long-term factors that can provide Ukraine the ability to effectively confront the aggressor, which is often a poor strategist, but a good tactician.

Taking into account the limited resources of Ukraine compared to aggressor, it is proposed to build Ukrainian strategic activities on the principles of asymmetry and pro-activity. It is proposed to enhance the activity of Ukraine at both international (resistance to Russian propaganda, promotion of the reform of the UN Security Council, expansion of cooperation with NATO) and internal (rethinking of economic policy in the context of the current military-political conditions, increase of protection and development of infrastructure, readiness to introduce martial law in both legal and practical fields, development of innovative weapons) levels. Also creation of a “scientific hub” for strategic analysis of the state needs is proposed to implement.
