Abstract

Russian aggression against Ukraine, especially information aggression, led to the search experts on national security possible mechanisms for an integrated response to this challenge. One of the mechanisms of this response is to develop a system of strategic communications. The article aims to conceptualize the notion of strategic communications, to highlight the main problems of this shpear and give an overview of practical problems arising in connection with the implementation of strategic communications in Ukraine. The article observed that one of the important methodological problems in research of strategic communications is the lack of commonly accepted definition that generates constant debate about the interpretation of even the basic principles of strategic communications. The attention on the contradictions and similarities between strategic communications and propaganda. Outlined understanding problematic aspects of strategic communications in the European research and complexity of their use in the Ukrainian practice models to generate adequate counter Russian propaganda. Formulated the basic problem areas of development of strategic communications in Ukraine and the difficulties that arise along the way.
